If you are pertaining to Canadian institutions as in Ontario ones, the Queens park asylum has long been closed due to a move in de-institutionalization of the province in a move that was aimed for more humanitarian aid via providing caregivers for home care. Kind of like how we treat elderly rather than putting them all in homes. However, now as a province we've lost major services for individuals that are in the most need of options such as a institute that can provide the needed skills to aid those with the most severe symptoms such as grand-mal seizures and etc...

But for the most part China does have people walking the streets just like any other country with depression, post traumatic stress disorder etc.. just remember those are people that look fine to anyone, but they might be dealing with repercussions of shock from car-accidents, bereavement etc. The point I am making is, psychological disorder is not considered ILLNESS in Canada, therefore we see people as people that do not need to be locked away for ever, that was an ancient 200+ year old mentality. Our mentality now is, if home services are more effective, then by all means we use those.

Also "Of Canada", have you not heard of the CAMH? Canadian Addiction and Mental Health buildings that still exist throughout Ontario/Canada? Harper government clearly advocates AA (Alcoholics Anonymous) via such institutions, therefore Canada is not THAT different from China.

TBH, I rarely see these 'mentally disabled' people in public, but when I do, they are more likely to be old women or men riding buses talking to themselves suffering from Alzheimers that every country is dealing with. China has ample example of elderly suffering the disease, it even exists in Hong Kong and Taiwanese Media movies and tv drama. I think that what you are looking for is a 'show', but rarely do the mentally unhappy or disturbed individuals exhibit their symptoms in public lest they be extremely severe cases.. I suspect you just might be from an area that isn't providing proper services that our Canadian Government already provides.

The pic at the top bears an uncanny resemblance to a very old friend of mine(not implying he's the proverbial long lost friend). Just a tad slimmer on the face.
