Don’t let these children become wretched informants

Recently, a notice was issued to all head teachers in Kunming by a certain government department, requiring them to assign 2~3 “Young Public Security Info Collectors” in each class. These Info Collectors shall gather and report information on school violence, property infringement, mobile pornography propagation, traffic around the school campus, the activities of bad youth around the school campus, and etc. information so the police and education bureaus can have complete control of the campus developments. (From Legal Daily, March, 17)

To borrow a famous line from LiuQian: “This is just incredible.” Looking around the world, it has never been heard that primary and middle school students need to provide service for the public security bureau, serving as “Young Public Security Info Collectors”. If this happened abroad, this would no doubt be a big scandal. Organizing elementary and middle school students to be the police’s informants? Parents would be up in arms against the police.

It’s improper and illegal to ask school students to be informants. First of all, they don’t have this obligation. The informer (acted by Liang ChaoWei) in the movie Infernal Affairs can say: “Sorry, but I am a policeman”. What shall these student informers say then? “Sorry, but I am a Security Info Collector?” However, being an informer or undercover is within the policemen’s responsibility; yet for schoolchildren, this is neither their obligation nor duty. If they happen to spot school violence, or property infringement on campus, they shall report to the police. But this doesn’t mean they are legitimized as informants. Reporting peers to the police goes beyond the limit.

Besides, neither the police nor the educational department is entitled to ask minors to act as their informants. In fact, this is illegal. This is in violation of Law of the Peoples Republic of China on the Protection of Minors, article 5 and 38. No individual or organization should involve minors in risky jobs. Yet what’s required for these “Young Public Security Info Collectors” is obviously highly risky. Especially for collecting activities on these troubled youngsters. Say if they were found out and exposed to retribution, who will take on the responsibility?

Furthermore, the things asked of “Young Security Info Collectors”, such as monitoring the traffic around the school campus and the activities of society’s troubled youth, are the daily work of the traffic department and the police. By asking these schoolchildren to acting as their informant, they are foisting their own responsibilities on minors.

What’s more, they will taint these schoolchildren’ soul. Hard to believe that a child collecting his peers’ misbehavior long term can grow up without any negative impact. Hard to believe a class with “Young Public Security Info Collectors” could be free of suspicion, mistrust and disgruntlement. Woe the premature death of their innocent childhood! Mutual surveillance and hostility will cloud over the whole school. Just listen to Al Pacino ‘s roar in the film Scent of a Woman “Their arms torn out, their legs ripped off. But there is nothing like the sight of an amputated spirit. There is no prosthetic for that!”

In a nutshell, asking schoolchildren to be “Young Public Security Info Collectors” is nothing but smudging a white paper, a way to ruin healthy children and distort them into wretched informants.

Put your feet down against such a move. By asking schoolchildren to be “Young Public Security Info Collectors” is no way to counter school violence – this move itself is school violence. Only here the offender are not troubled youngsters, but the government. No denying we shall maneuver to eradicate school violence, but make sure it’s handled by the proper organ: the educational department and the police, not the minors.

      Oh yeah, if it is about protecting the earth, environment, then is everybody’s responsiblity but if protecting your own school’s social and legal environment by reporting to law enforcement on illegal activities then is so so wrong. Please let the drugs spread, let the knives passed around, Chinese student just way too boring, they need to spice it up. See so many small children there, China should definitely import some Catholic priests. God damn it, why let them learn how to speak up for themself at such young age. This going to really upset all the perverts who’s lurking around the school. let the children suffer in the dark in silence. Oh yeah, that’s the way to go China.

    I know it sounds bad, when you hear “informants” and “children” in one sentence. But get pass your initial reactions and stop making decision based on sounds. Is it really horribly immoral and exploitative to ask the children to tell the police about school violence, stealing, pornography, etc. that may happen amongst them? Unless you feel like one of those group beating videos are perfectly fine and nobody should report them to the police, I don’t see what’s really wrong with this.

      It doesn’t just sound bad. It is bad. How often do police need to intervene in elementary schools?! Teachers and principals, as they have done throughout history, should be able to handle dealing with any disciplinary issues that might arise at a school.

      You are using the existence of a handful of shocking videos to justify letting the police have informants amongst children and that is absolutely ridiculous. Brother Stalin would be proud of you.

        Agreed. This should be the responsibility of the teachers and the principals of the school, and them only. It’s absolutely part of their job description and it’s simply an example of people wanting to pass the buck. Way to completely ruin the innocence of childhood.

      The point, SD, is not that it’s ultimately a bad thing for kids to rat out other kids…but they should do it on their own when they *choose* to take on that responsibility. Forcing kids into these positions of, well, being snitches, is going to get their asses BEAT. You think the violent school kids are going to be more or less violent when they find out a certain kid is a young police informant?

        LOL. It would be political suicide for an elected official to make that kind of suggestion in Canada. However, this is really not much different from the Hall Monitor duties you would find at elementary schools.

        I can’t see this “plan” succeeding. This require work and the so called “Little Emperors” don’t work.

    Happy days are here again !!! Yea. Tell on you parents, you siblings (Ooops… No more siblings now.), you neighbors, you grandparents, your close friends and family, your teachers, the shop owner down the street… Just like the old days in the 40′s to early 70′s. The more you tell, the better Chinese you are. If you can get them into real serious trouble, you will be a hero. Great. This is the way modern China is built, and we are back to basics now.

    Oh, one more thing. In the past experience in China, ratting doesn’t have to fact based. You can rat on anybody on made up stories. You can do so real serious damage to persons that way. Like anti-revolution, traitors etc. You get higher marks for ratting like that, especially on people close to you, like parents and teachers. People should check to see how many school principles, teachers and professors got killed, or commit suicide for things like that. Those were glorious days…

    It may destroy their independence. Wait until college.

    Also, it is teacher’s responsiablilty to report malicious acts on school property.

    Its a cost saving measure because its alot cheaper than putting big brother security cameras everywhere.

    Take a look at the UK, they have thousands of cameras everywhere. They do not need a mole.

    For some reason when I was reading this article, the song “Informer” by snow popped up in my head. It’s an old one hit wonder sang by a white candian pretending to be jamican but whatever.

    In just about every culture you hear people telling kids to “report suspcious activities to police” all the time, but it looks like China is taking this to the next level.

    I dont see anything wrong with this. Teaching people, however young, specially kids, to reports crimes and bad elements in society is a GOOD thing. In doing so, children are taught what is good and what is bad, ie. against the laws. Hopefully they will become role models for society in later day. This is NOT children exploitation but a good way to educate young minds.

    By the way, I am in no way pro Chinese government. In fact I wont give a danm what they do as I live in this beautiful and peacful country of Aust.

    It seemed like China want to go back to the time of Cultural Revolution. Today, they report on peers, tomorrow they might report on adults, who know. It’d happened the same thing during the Cultural Revolution in China.

    Hopefully this is not a form of extension of state powers via children. There’d be a whole lot of false rumours and petty grudge inspired arrests. Children are unsuitable to be informants because they have no understanding of adult social relations or responsbilities, and children will be unaccountable if errors in judgment against ‘offenders’ are inflicted. Surely there is a government based Sociology Branch or Department that recognizes such facts?

    Agreed, the solution is to create an environment in which all of the students feel safe in reporting unsafe or illegal activities. Not some trumped up hall monitor, who goes around the school looking for kids to get in trouble. Not to mention it reduces the efficacy of the hole program, when the students doing something wrong see the snitch they’ll stop – nothing to report.
