    From a Canadian standpoint, I think either India or Brazil should be given a permanent seat. There’s no point for Germany or Japan to have one.

    As much as I hate to admit, Canada mostly sees eye-to-eye with the US so North America already has a say. Europe already have France and the UK to represent them. What’s missing is representation from Africa, South America and the Middle East.

        Definitely not GDP. I’m thinking population size, similarities in culture, ideologies, physical appearance and or religion, and stable government. Although not the shiny beacon of Asia, China would still get the nod for a UNSC seat. Saudi Arabia for the Middle East even though they fund most of the terrorist activities. USA for Canada, UK and Australia. Botswana for Africa as it’s the most stable country. Brazil for Latin America. France or Germany for Europe.

      Why not give the seat to Canada? Canada pisses me off less than other countries, apart from that “Of Canada” guy that posts here sometimes. I’ve been there once, your food is pretty bad (like American food but with better beef), but people are nice, welcoming of other cultures, your forests and lakes are pretty and there are cute squirrels everywhere. I like your country quite a lot.

      Brazilian foreign policy is shown in their immigration policy, no attempts at reaching out to make bilateral arrangements, yet stubbornly attempting to apply the reciprocal visa policy without understanding them properly, leading to professors and professionals being randomly denied a two week business visa because some Brazilian radical or ex-felon or whatever was once denied one and it is fair. They are clearly not responsible world players and do not have the interests of other states at heart.

      The USSR had three seats in the UN general assembly, Russia, Ukraine, Belarus but only one seat on the security council. Why should Europe have one more of its vassal states on the council when it already has two? Germany is right out.

      Japan? Well, I think we might be onto something more here, Asia, the world’s biggest continent only has one seat. Japan would probably align to the interests of South Korea and the previous holder of the Chinese seat. However, Japan is constitutionally unable to declare war, neither is SK (on its own) and Taiwan is not a real country, making any of those countries irrelevant to the purpose of the security council.

      Finally India. India is the oldest nuclear power that is not on the council already. India is a big country with over a billion people and growing. India now has a decent enough size economy, its own space program and various other things that lengthen the national penis. However, India is a country riddled with territorial squabbles with Pakistan, internal terrorism and social problems. India is the kind of countries that security council decisions should be made about, not by.

      So if we have to have 6 members of the UN security council, why not Canada? At least Canada generally promotes good practices internally, why not have Canada make decisions for the world? Canadians do not even force Quebecois to speak English at gunpoint or even annex Montreal into “good Canada” and turn Bloc Quebecois electorates into North America’s Gaza Strip. Truly Canada should be given more power.

            Remember the combined votes of Africa and Middle East may come up to be around 60-70 votes. Anyway trying to despise both of them for being weak or unstable will be taking a big risk. The Muslim community will like a permanent vote to fight for them. So is Africa. Tell us what Japan, India or Germany got to offer by sitting in the Permanent Council. Even Brazil will have a lot of opposition coming from big Latin countries such as Mexico, Argentina, Uruguay and so on.

            Banlas try to first have a rudimentary understanding of what you talk about before making an argument, Iran stands no chance because the vast majority of them are shia muslims while the majority of the middle east consists of sunni muslims, Sunni’s are a minority in Iran. Nigeria might be an N-11 economy but it has far to go to reach any of the countries in an economic viewpoint, I have no idea why you even mentioned it, there is also a problem with pirates, and i dont mean johnny Depp and friends.       UK, despite being by the smallest member should have a seat because of its utterly insane military spending makes it dangerous, also it tends to be involved in as many wars as it can as some sort of national hobby.
      France has a seat because it needs to feel important and if it doesn’t, it might turn into a rogue state (why do you think they tested so many nukes in the 90s?)
      Maybe they can have two delegates sharing a seat, by having one sit one the other’s lap. They can take turns at being on top and bottom, it would also remind everyone about the European political situation.

    I feel that the general consensus among the Chinese netizens is that they believe the UN is a kind of political body that can tell other countries what to do, a kind of world bully that when falls under the wrong political minds will end up controlling China.
    I really don’t think this is the UN’s aim. They promote peace and economic development, they aren’t the thought police or morality police.

    There is no threat for China so there is nothing for China to really worry about. The UN really isn’t all that powerful anyway. Germany and Japan are the 2 countries that donate the most money to UN causes and India and Brazil provide the most troops for UN peacekeeping missions.

    This isn’t the same as heated US-China relations, this is a body that promotes very humanistic values that is widely shared, not country specific benefits.

    Besides, at any one given time there are 10 members of the UNSC, but only 5 of them are permanent. The big5 aren’t the only countries making the decisions here, and they certainly aren’t trying to make decisions for themselves.

    Its really disgusting how some Chinese people berate Japan at every opportunity.

      You are naive. While the UN’s intent may be nobel, its ideas and willpower come from the same ethnocentric “we know best” mentality that drives the WTO, World Bank, and the IMF. In addition, the power of the UN to act relies on the power of the countries that take part in it. The countries with the most global influence have the most sway over what the UN can and cannot do. Without powerful countries’ money and manpower, the UN would be nothing. It is an inherently biased organization.

    I am Japanese, and I think it is very difficult for Japan to get the seat. It is special seats in the UN. No country in the council want to lose or share their special status. Last time when Japan tried, even America was very reluctant.

    Anyway what I want to talk about here is another thing.

    Is America a country of democracy? Do American believe in democracy?

    In English schools where I attended, we often talked about the situation around Japan, and many Americans said that China should have democracy or so. But when I picked up the situation in the UN and said that most American are against giving up their special status in the UN, many American started to say the same thing as the Chinese government, like there are lots of poor and unstable countries or so. They used more polite and politically correct terms but the idea was simply that.

    Some said that the seats were given because they won the war. Maybe such people think we should have another war to decide which countries should be given the seats.

    In Japan, lots of school teachers have leftist ideas and tell their students that pre-war Japan was dark age, and post-war Japan and world is great, and said that the UN is an ideal world organization. By this, many Japanese still believe the UN as a peaceful and democratic organization. I think this is a good chance for them to know that the UN is not such thing.

      Americans believe in the idea of democracy, in practice it’s a much more complicated situation. Take Egypt for example, democracy would be great, but what if the more extreme members of an extremist religion were to take power, then all of a sudden democracy doesn’t look so hot to the USA anymore.

        Gaza is the perfect example. The Palestinian people chose Hamas but that wasn’t what the US and the EU wanted, they wanted the Palestinians to elect the PA. The PA are collaborators and traitors, which is why the US/EU want them in ‘power’. But if elections were to be held today they’d re-elect Hamas, which, again, is why there haven’t been elections, despite the mandate of both Hamas and the PA having ran out years ago.

        The people of the USA believe in democracy, without actually knowing what it is. They believe their form of dictatorship is what is called democracy. The USA is controlled by corporations and lobby groups, who support and fund both parties and ‘presidential’ candidates. Those candidates are elected by a group of men whose job it is to enrich themselves.

        The US government only believes in democracy when it can control foreign governments. They didn’t want Mubarak removed and they do not, under any circumstance, want any form of democracy in Egypt but then make stupid claims in regards to Iran. If I could I’d keel them all.

          there are dictator type of person in every part of the world, same as in USA. the USA had the longest history of democracy and it haven’t change much since it began. those dictator type of person now already adapted to the new environment and have control of the country in the form of energy company, banks, military, party leaders and media owners. I can even argue that USA can run on its own physically, even without a president. However, democracy is like marriage that it protected the people as well as the dictators.

      True, the permanent members of the UN Security Council are the winners of WW2, but if you look at how some of them have behaved in the post-war years, you would seriously have to question whether Russia, China and the USA truly deserve their privileged positions.

      I agree that the UN is not an omnipotent and benevolent organisation that acts impartially in resolving international disputes. Despite its imperfections, however, I can’t think of a better arrangement short of allowing countries to sort out their differences by force. The UN is all we have, and an imperfect Security Council is better than none at all.

            Further, there is no real hot line between Japanese government and Chinese government to stop a war when something happens. There is no good ideas how to stop a war too.

            When something happens between two countries, Chinese government cannot show any week attitude toward Japan. They only can push push push. Last year, Japanese government released Chinese fishermen. But now Japanese people are also becoming very angry about China. So, options what Japanese government can take are fewer and fewer.

            I am very sure that most people in Japanese and Chinese governments do not want to get into war. But, stupid things can happen. If fishermen, pilots, or sea captains lose their self-control in front of Japanese and think that as a Chinese they have to do something, and die. It is very difficult to solve the problem as I wrote above. And we saw collisions already in the sea between Chinese and Japanese, Koreans, and Americans as I wrote above. Any collision can lead to the war.

I am working in Shanghai and in the 4 years I’ve worked here, I have to say very few Chinese like Japanese.     Adding Japan makes a lot of sense from an economic view, but memories of WWII will ensure just about every East Asian country will oppose its ascension.

    Brazil has seen lots of growth recently…but it has a bad history of growing and then folding, so it doesn’t make sense to add it just yet.

    Germany is a tough one. Given its current economic strength and its role as a leader of the EU, it would be the best candidate, but Europe is already hugely over-represented thanks to England and France, so giving Germany a seat would only re-enforce the view that the UN serves Western interests.

    I guess the only country I see as a likely contender is India. It’s still ravished by poverty but growing. Plus, it would provide a nice non-Western voice to the security council. On the other hand, there is no way either China or the Arab countries will support India….

    None of these countries have a chance.

    I don’t think the four countries are legitimate and wise by grouping together to storm their ways into UNSC. Their approaches are against UN’s democratic principle and attempt to play a power game.

    Though realistically speaking, UN is a platform of power plays among nations, but it also a gathering of democratic process among its members. The direction of reform should be progressing toward the latter and diluting the former, cynically, what the gang of four are doing is exactly against what they are promoting for.

    What I dont understand most is that lots of people accept the current system of UNSC. The system is very unfair. Five big countries have veto power and decide the world politics. I dont know the nationalities of posters here, but it seems that there are some Canadian. Canada does not have the seat, and they dont complain and just accept it. Why?

    I have seen a similar situation before. G20. Out of 200+ countries, only 20 countries can attend the meeting. Very unfair. But those who oppose the G20 are young people from G20 countries. Very strange.

    And now we are seeing people in Egypt, Tunisia, and Baḥrayn are protesting because they dont have freedom, their society is unfair, or their government is corrupt and so on. I have also seen news reports that Chinese young people are complaining because their society has lots of unfair situation.

    Further, lots of Americas and Europeans seem to support such protests and write about lots of comments. BUT, they dont complain about UNSC. Interesting.

      UNSC may be unfair, but when a country stations troop in another country, people in the occupied country don’t complain and just accept it, isn’t it strange, guizi? more strangely, an occupied country is seeking for a seat in UNSC, interesting.

        Are you being naive or sarcastic? The UK has American bases and is the *original* member of the council. Dont troll. It is not interesting to answer a simple elementary school questions. People in countries with American bases do not simply accept it. If you want to know, ask your father.

        But anyway I dont think it is a good idea for Japan to seak a seat. So this China smack article is very interesting to see the ideas of other people. As I imagined and knew already, they dont see the unfair state of the UNSC, rahter they seem to never think of it even though they are treated unfairly. Very interesting. And lots of them support the protesters in other countries who are fighting for better treatment. Haha.

          guizi, I am pretty naive, but I know US army in UK was invited there to fight Nazi Germany, then became part of NATO military against Warsaw Pact, please tell me why US bases are still in Japan now? Is Japan a “normal country” with foreign troop stationing there and US military refused to move its base even as strongly requested by Japan government? Why most Japanese people never think they are treated unfairly, I think it is tremendously interesting, Haha.

      Oh we do complain but we also know that it would be pointless to continue. Canada’s international reputation tanked due to our Dear Leader Harper. The reality is that a nation of 34 million people will not be taken seriously on the World Stage. As a result, we fall under the control of Washington as much as I hate to admit. The only difference between Canada and Japan is that our balls isn’t fermenting in a jar in the Oval Office.

            Although Japanese government is nothing too in front of America, especially the current one. The current government is the worst ever, they are losing to China and Russia too. But we have a big election in April, and Prime minister Kan will have a big defeat. So you can again see a new prime minister of Japan. sigh.
