April 3, netizen “草根的呐喊” made a post claiming: 2012 June 9, Party Branch Secretary Huang Kangsheng of Xiashan District Jianshe Street Xinglong Village led 50 people on a trip through Singapore, Malaysia, and Thailand paid with public money. Thailand is an adult playground, yet Huang didn’t avoid this place, and instead even led the people with him to see live sex shows, and groped and fondled the breasts of transsexuals during group photos with them, all the while laughing wildly. In addition, while Huang Kangsheng was in Malaysia, he even personally to “Genting” to participate in gambling.

2012 April, Xinglong Village convened a village representatives meeting to discuss working with property developers to develop the vacant lot in front of village committee office building. During the meeting, Huang Kangsheng promised that after the deal is done, he’d organize a trip for the village cadres, all Party members, and villager representatives to Singapore, Malaysia, and Thailand.

2012 June 9, a group of 50 people departed from Xinglong Village for a 10-day trip to Singapore, Malaysia, and Thailand. Of the tour group, 40 people were village cadres, village representatives, and Party members whose expenses were paid for by the property developers, totaling over 300k yuan. The remaining 10 people were family members, whose travel expenses was paid for themselves.

“It was said that the property developers paid for the expenses, but in reality ‘it’s wool that comes from the sheep’s back’ [nothing comes for free].” When it came to Huang Kangsheng leading this group tour, many villagers raised objections. They said, not only did Huang Kangsheng and those people squander the village’s money, they also engaged in erotic activities during the trip, which was truly “intolerable”. Soon after, Huang Baochun and other people reported the matter to the Discipline Inspection Commission of Xiaoshan District and other relevant departments in Zhanjiang City. The Discipline Inspection Commission of Xiaoshan District conducted an investigation regarding this matter and gave feedback of the investigation results to Huang Baochun.

According to the Xiashan District “Discipline Inspection and Supervision Real Name Complaint Report Feedback Form” Huang Baochun provided to this reporter, Huang Kangsheng leading a group to travel abroad and groping the breasts of transsexuals while traveling in Thailand are both true. The district discipline inspection commission carried out criticism and education against him, and required him to write a self-criticism. At the same time, the district discipline inspection commission requested that the complaint be closed.

With regards to the Xiashan District Discipline Inspection Commission’s handling, Huang Baochun and other people think “there is suspicion of [Huang Kangsheng] being shielded”, “according to regulations, in this kind of situation, [he] should have been placed on probation within the Party or expelled from the Party.”

April 11, when reporters of Southern Rural Daily interviewed Huang Kangsheng regarding this matter, Huang Kangsheng stared at this reporter and said: “I know you’re recording, I don’t want to answer you.”

        Knowing or not knowing Chinese history has nothing to do with the fact that a self-criticism Even in the historical Chinese sense) in this day and age (2013) is not an effective punishment or deterrant to officials who would use their position to gain unethical or illegal advantages.

        The picture vincent attached is an exaggeration of inappropriateness of applying self-criticism to this kind of violation. He is not implying that the leader simply wrote on a chalkboard. Rather, just as writing on a chalkboard does little-to-nothing to change the behavior of students, self-criticisms in the modern Chinese context also does little-to-nothing to change the behaviors of, in this case, officials.

          Self-criticism was historically a Stalinist interrogation tactic, learned from Russia, which was used by the “party center” to humiliate errant Communists and force them to incriminate themselves. From the first purges at Jiangxi and Yan’an, to the end of the Cultural Revolution, it was often (though not always) accompanied by physical torture or even execution, using the victim’s own self-criticism(s) as admission of guilt.

      Contrary to popular belief, there are plenty of very pretty girls in Thailand who were born that way. A disproportionate number of kathoey work as prostitutes and erotic performers, but finding women in these roles still more common, due to the fact that women are more common in society at large.

Give it the company willing to pay 10 percent back to the local officials. Land for development? Sure, but only if the mayor’s brother get some shares in the company. 3 new hospitals for the municipality? Great, we’ll let you build them if you get the cadre’s kids into Tsinghua. China is a lost society and Beijing is equally guilty and corrupt, and not in any way better than the local govs and cadres, even though they’re working hard to suggest they aren’t.

            Actually, I was just thinking about this earlier today…. I bike a lot in my city, and I see the same bullshit over and over and over and fucking over again, other cyclists just riding directly into your path, even looking directly at you, but they don’t yield even if you’re on the main road. They just don’t adjust their behavior based on experience…. its so bizarre to me. A near catastrophic miss is the same as riding on a deserted highway. No blood, no foul. Blood…. ride away as fast as possible. (But thats a different issue.)

            I think what it comes from is the historical (and intentional) uneven application of the law. The law enforcers pick and choose where and when they feel like busting people… so most people are willing to take their chances. In fact, such a method of enforcing the law encourages people to not bother strategize… how can you strategize to avoid selective enforcement?

In both instances you mention, the officials were publicly lambasted. Clinton was impeached for lying to a grand jury and Anthony Wiener was forced to resign.

        Its the same situation as when Chinese use Americans like Lance Armstrong to claim that the U.S. has no place pointing fingers at dopers in China. But Armstrong lost everything… reputation, endorsements, millions of dollars, eligibility to compete, his foundation. When Chinese athletes are suspected of cheating, their handlers do everything in the world they can to cover for them.

Most of the time such “scandals” surface at a certain period and for a certain reason, and most are tipped off and made public by the one who likes to take over….every bigger company with many ambitious employees work in the same way, why it should work differently in the political world….

He had to pay millions back + millions as punishment + life long restriction of making business in china, and that not just includes him personally, but also the next 4 generations.

      His accountant, who provided the tax department with all the evidence is not a millionaire, cause according to chinese tax law, the accountant(even she/he knowingly participated in fraud) who can tip off the tax department with information which leads to a prosecution, is given a certain percentage of the money regained by the department, and its a relatively high percentage, let me tell you that!

      I am sure that most here are not aware of such things, but they do exist and they are executed on a daily basis.

The tour is cheap, I’ve been on this tour, but it takes the tour group to a tranny show. I used to drink on Oxford St. in Sydney so I passed on the show but had a photo with my GF and one of the ‘Ladies’. Every Chinese person on that trip reached up and grabbed a handful of tit from the ‘Girl’. Now these Chinese netizens are bitching because a government official did exactly the same as thousands of Chinese tourists do every year. It’s like the 300 pound man standing in front of a mirror calling his reflection a fat pig. Check on Baidu people their are thousands of photos from Chinese tourists that did the same thing. Which one was the kettle and which one was the pot… Only Captain China can solve this dilemma.
