    I think regardless of education, many Chinese should not have children, purely based on their inability to raise them well, be good role models to them, and behave in a way that sets a good example for the children to follow. In fact, I think it has nothing to do with the parents’ education and is much more to do with Chinese society as a whole.

            Canada is a bilingual country made up of both French and English speaking people (and the Montreal Canadiens are a team that originated in Quebec.       Slightly modifying your initial statement: I think regardless of education, NO INDIVIDUAL should have children, if they lack the essential abilities to raise them well, be good role models to them, and behave in a way that sets a good example for future generations of children to follow. In fact, I think effective child rearing has EVERYTHING to do with the parents’ education AND their own personal development as a child much more than the influential impacts of society as a whole.

      Why stop at Chinese? Many parents in every country suck. When I worked as a teacher in the US, I could tell you all kinds of awful stories related to parents from child molestors to drunks to abusers to neglect to drug addicts to simply stupid shitty people who treat their children awful (one dad couldn’t even spell his own kids name right and didn’t care to learn how). Many people everywhere shouldn’t have kids, hell one county over from my home in the states, a guy tried to sell his 6 yr old daughter for BAIL money for a druggie girlfriend. I feel sad for many children,I really do.

      So what can you do? As a teacher, teach them to aspire to be better (sometimes that works, often times the kids end up in crime beat like daddy and mommy),show compassion to them, give them some of the love and stability they are missing at home at school. When I taught, I would have some children I just wish I could of taken home because they were still young enough to be saved from their horrible homes.

      Anyways my own child is well loved and taken care of and that’s all we can do, counter act with raising good, well adjusted, loved children. Sigh….this topic makes me just sad.

I don’t adhere to the ‘rule’ of: if you want to eat meat you should kill an animal with your own hands to enjoy the product, though.             That being said, I digress – using slums of poorer nations (I’ve been through Nairobi slums, during a pretty dangerous time a few years ago, but it wasn’t my first time :D) and don’t think that is a valid argument for ‘controlled breeding’ either. There are SO many ways to kill the argument, even though ideally it’d be great for everyone if they had better education and could make better decisions in the end, there again isn’t any authority that could be trusted with that kind of control. The only way our civilization on whole would ever get to a point where we’d be in some sort of socially evolved state that it would become a non issue is either through armageddon, alien invasion, or enormous amounts of time and achievement that would span and lift up humanity through generations…by no means in our life time. So while it’s nice to think of our societies being able to get there, it’s not feasible or realistic to *expect* it or soap-box preach about people who aren’t contributing to that nirvana-like greatness for our species.

          In that case, how do you determine exactly when someone has demonstrated an inability to raise a child well? How do you define “well”? How do you define a “good” role model for children, and what sort of behavior is a “good” example for children? How many mistakes, bad choices, or how much negligence can a person be responsible for before they’re stripped of their baby-making powers? Who can qualify to be the judge of these people?

            It is a legitimate question, but let me answer it with another question if you’ll allow.

            Who qualifies people to fly a plane? On what merits? How about medical licenses?

            I firmly believe that education is the only path to a better future. Not necessarily the education system of today or in any one country and/or culture, but education to the best of our abilities as people.

            Therefore the solution, in my mind at least, is a series of courses with mandatory attendance (only if you want to procreate), hands-on practice with real-dolls (those babies that cry and all that crap) and observation that culminates in a license that qualifies the person to be a parent.

            In the case of accidental pregnancy, the baby should be cared for by foster parents (with unlimited visitation by the parents provided that they are currently attending and passing the parenting classes) or easy adoption if the parents decide not to attend the classes.

            Classes should be treated like any other form of public education and should be government-paid (barring registration fees or material costs which should be kept to a very low price so that everyone can afford it). I think that the social improvements after 10-15 years of these policies being enacted will more than compensate for any unpleasantness or costs undertaken in creating and maintaining these classes.

            +1 to you Kai for the intelligent debate. I’m ignoring the negative count on my comment because the revolutionary or non-status quo often is booed.

            I do believe in inalienable, fundamental human rights. I could drag this argument into a cesspool of semantics about the definition of human rights around the world and actual levels of human rights compared to purported levels. However, this would disgrace the debate and our collective intelligence. So let’s use the U.N. charter and Geneva convention as a universal standard (even though it changes as time passes which I think is a good thing to reflect the times).

            However at the same time as acknowledging individual rights one must also balance that by appreciating the social contract we’re all beholden to. IE: my right to swing my fist ends at your face’s right to occupy a certain space. Therefore, by the subconscious act of accepting the social contract our individual rights are curtailed meaning that no one has absolute freedom and rights, just varying degrees depending on their intent and usage of their rights and freedoms.

            So, bringing that to a point involving reproductive rights. This is a subject which isn’t really mentioned in any document concerning rights and freedoms and yet it’s assumed that it’s a free-for-all when there are very few things more important than properly raising children. It’s how humanity as evolved mentally and culturally to the level we’re at now by passing on the good and discouraging our children away from failed thinking. Ex: follow what you love, learn well, don’t do drugs, think before acting, etc. etc.

            As well, it’s really not feasible to the future of the human race to continue this lassez-faire style of reproductive rights. Not only in terms of already severe overpopulation, but also in terms of the quality of child-rearing that currently exists (cue Idiocracy reference, EXCELLENT movie by the way).

            If I beat my child constantly, I will be causing a person with emotional and psychological trauma that will probably continue in the same vein. If I feed my child nothing but fast food and junk food, I will be causing a person with early-onset diabetes, asthma, obesity and heart disease that will pass on those lessons to others. If I allow my child to be selfish and aggressive due to lack of proper discipline (no, not beatings…), then I will be causing a bully that will create unknown ripples in other people’s lives. Yet only the first one is worth a punishment, only the first one is a legally recognized form of abuse. Why?

I bet the vast majority of people would actually say they support the notion of restricting certain (“other”) people not having kids until they were really forced to think about it.             You brought up social contract and I think that automatically calls into question just how much you believe in “inalienable” human rights. However, I happen to think the world generally operates on a social contract basis and only pays lip service to the notion of inviolable, unalienable, etc. human rights so I think we can start with social contract as a premise we agree on.

            Given this acknowledgement of social contract, your position would be that as long as the people consent to (even through inability to successfully resist) having their rights restricted by/through the government based upon criteria determined by/through the government, what’s wrong with it?             Do you think there are legitimate valid reasons to oppose the restriction of reproduction for targeted groups? What circumstances or prerequisites would you ask before a society could institute such restrictions?             I dislike the notion of restrictions. I would say it’s about qualified versus unqualified. Qualifications being acquired in the manner described above.

            On that basis alone, I would think that in an egalitarian society, there wouldn’t be any one or many groups that would be discriminated against. Unless it be the group that couldn’t get the accreditation, in which case it’s their own fault for being unfit parents.

            For the most part, a parental license wouldn’t be overly hard to get, just show that you know how to physically, emotionally and mentally care for a child without harming it. IE: don’t leave a baby/toddler alone in a car or bathtub or with dangerous objects, proper nutrition as they grow up, acceptable forms of discipline, etc. etc. Look on tv at how many “supernanny or bad parents” shows there are. It’s not rocket science to know that a small child needs consistency or that the television isn’t an acceptable nanny or that unrestricted internet access is a horrible thing until a certain age.

            I can see how this concept could easily be abused and mutate into a prejudiced system that discriminates which is why there would have to be total transparency and like any other license you could have multiple attempts in case you didn’t get it the first time. We as a society would form the levels required to get the license and if we all have that input and agree with it, then I would say that’s fair (like you mentioned above).

            Idiocracy was not only hilarious, but disturbingly realistic…

            I’m going to change tracks and instead of discussing the philosophical problems with instituting such restrictions, I’m gonna go with the practical problems. Before going forward, I do want to establish that I know you have good intentions, that you mean well.

            So let’s assume everyone is on board with the basic idea of licensing people for reproduction, that those without a license are not allowed to reproduce, and our end goal is for the protection of potential children, so that they are raised properly, because there are few things more important.

            We’re brainstorming to make the first draft of the law. We know this isn’t going to be easy and we might have to do a ton of drafts before we can get everyone on board to ratify it but hey, it’s gotta start somewhere. So let’s start with something easy. What would immediately disqualify someone from being able to get a license to reproduce?

          One child policy is a good concept. It is necessary to protect our planet earth. Unfortunately 99% of the china chinese and the whole china gov’t don’t follow through and regulate effectively. The China gov’t allowed the rich chinese people to have as many kids as they want as long as they can pay the fine, and drag 8 months pregnant poor china women to force abortion because they didn’t have the money to pay. Now does that make sense? If China is serious about population control and be more earth friendly, they should focus on prevention. Use birth control methods like free oral contraceptives or devices. Use sterilization if necessary. Avoid force abortion.

          • One child policy does an excellent job of protecting China. I’d imagine that without it, families would just pump out children to take advantage of the labor demand in manufacturing. Which is why I imagine other countries would criticize it so harshly. A larger supply in labor would in turn decrease manufacturing costs for other countries. In the end though, China will be left with the problems of overpopulation.

            Economically, “pumping out children to take advantage of the labor demand” is not a solution for anyone. It may provide more bodies, but the results are a huge population seeking work – and the competitive demand for jobs would drive down wages, essentially creating more poverty rather than generating more value/wages. There’s a reason Mao’s policy of push out more babies was a disaster for China – and the huge elderly population that’s going to be propped up on the backs of the young is the final “fuck you all” lesson from the great red ruler.

          Hong kong is so crowded already with so many foreigners. No more space. The native HK are being driven out of their own land. Many of them have to give up HK and move away in order to live a better less stressful life. It’s so hard to raise kids in HK because native HK kids are competing for HK gov’t resource with the foreigners like public school, hospital, jobs, etc.

          There are so many filipinos in Hk already. So many thai. Everybody crying about not getting HK id. What about the native hongkese. Where are they going to live?

          • I feel bad for them though. They basically get exploited as maids in Hong Kong. Citizens who use maids treat them as second-class citizens and verbal abuse is frequent. If they lose their contract, they’ll get sent back home. This puts maids at the mercy of their owners. Citizenship will balance out the situation, but could wreck the economy :/

            I am sure there are many mean stupid cantonese people in HK. Just like there are mean stupid boss mistreating their employees in other countries. These migrate workers understand they are staying in HK with a work contract and will need to return when the contract expired. There are work force department these migrate workers can seek help and file complaints if they are being abused by their boss. . Of course many didn’t want to report it because of afraid of losing their jobs and not able to come back again. Also there are department the boss can file complaints against the domestic helpers. Not all are bad. Many boss and employee relatonship are good.

            I was watching a video about a homeless british guy in HK, but luckily he has a local friend who lets him sleep in his companys office and use the companys bathroom. He does his laundry outside somewhere. I did see a homeless white guy outside the 7/11 on nathan road from time to time, I just wonder what happens to those white guys who have no working visa, or overstay? I know there are social workers, and some retraining?

    I can understand where he is coming from, but he has it all wrong. It has nothing to do with education or intelligence, although that helps financially. There is a global epidemic of terrible parenting. What is needed is not educated parents, but committed, loving parents who are willing to rise to the challenge of parenthood. You do not need to be educated to be a good parent. A good parent knows when to give discipline, devotion, love, accessibility. So many kids are growing up in broken homes or in front of the TV while their parents work.

    My mother and father were always there for myself and my sisters growing up. They both worked, but one was almost always home with us. They limited our access to things like TV and video games. They disciplined us. They brought us on family trips and took us outdoors to learn the value of nature. They were there for advice, reprimands, laughter, tears. Parents need to be with their kids, devoted to them. It is so hard with the world economy in such a mess, with both parents expected to be out in the work force. I do not know how my parents did it, and I was furious to be so monitored and fussed over when my friends had such indifferent parents. I look back now and see the value in being raised, not just provided for.

    I honestly do not feel that this is a strictly Chinese issue: it is a world wide issue.
    I have taught children that make me cringe when I think of the future being held by them. Parents who spoil their kids, administering no discipline and permitting them to behave terribly. Parents who have no investment in their child and are indifferent to their behaviour. Parents who are negligent or abusive. Parents who have children merely to get fatter cheques from the government. I have seen all of this in my own country, and although the politics and lifestyles are different, the issue of parenting remains the same across the globe. Too many people who are having children should not, and not enough people who should be procreating are doing so.

    The world is literally becoming Idiocracy: the fools breed rapidly and spawn many children they do not wish to care for, sending them bitter and neglected into society. Meanwhile “educated” or rather responsible people who can properly afford to care for a child are busy honing their careers, planning. They are either having one to two children or none at all.

      Lots of tap water in China is actually better for you than lots of bottled water. There are stricter regulations on tap water processing plants than bottled water manufacturers, and while it may seem “common sense” that bottled is better than tap, it’s absolutely the opposite in many cases.

Since rich is relative to poor, the rich can’t increase value taking from other rich (or they’d become poor), hence the rich are rich because of the poor…I don’t get what the problem here is, it’s not a moral right or wrong – it’s simply how any non-communist/socialist economy works by nature.

      This has nothing to do with having too many children which you can’t support or provide good education/lifestyle for. Do you think it’s a good thing when poor have babies they can’t afford to raise? Who ends up carrying the burden, obviously not the other poor people — the ones with means via social programs, no? If you look at extreme poverty situations, like say Africa, where parents can have babies freely, they end up drilling their society into such poverty that a large percent of their children die before they hit their first birthday – so they may have 10 or 12 kids, but only 2 or 3 make it to adulthood.         The children die because of disease and poor healthcare. In agrarian societies you have children to help out with work and to take care of you in old age.         On your first point. . I think it is a question of extremes. Yes it is necessary in a capitalist society to have a range of wealth. . and more wealth as a reward for those who really want it and strive towards it. As we all know the ideal of equal wealth among all (communism) is a failed ideal. HOWEVER. . the extreme disparity of wealth we are seeing within nations (not just China) and the way out of balance distribution of wealth. . so that in many countries 3% or less own 60% of the wealth. ..         On your 2nd point. The greatest natural contraceptive that is not forced is education and career opportunity for women. When women are empowered most of them will choose to have fewer children or no children. Terribly overpopulated countries like China perhaps still need mandatory limits or major discouragement from having too many children . . but if you are going to limit just the uneducated (poor and no opportunity) than you better ensure they have every opportunity to get higher education. That means the parents do not need to pull their children out of school do provide money for the family to survive. And the girls do not need to work so their brothers can go to school as we so often see in China.

    Just as when you intend to develop a superior strain of a plant, or an animal,
    one would select favorable genetics and enhance these traits over many generations to achieve a steady superior end-result.

    Takes numerous generations, and mostly for a predictable outcome.
    For this purpose, for example selectively breeding intellectually oriented individuals, this could surely be implemented very successfully in humans just aswell as in plants or animals.

    Similarly, the probability of an outcome considered successful will be far less in the offspring of someone who does not meet the desired standard.

    The current situation is more like charity, for the public, and much in favor of many undesirable traits.

    Sooner or later, for the sustainability and progress of the human species, designing humans with for example selective breeding to reach our max potentials, will be unavoidable.
    As we can’t predict the future we should not risk waiting, and rather start asap.

      Selective breeding is a reality in China in the sense that if you can afford to pay the fine, you can have a second child. Therefore, successful and well-off people will have more kids than unsuccessful poor people.

You need to open your eyes if you think most without high school education in China chose to bunk out, especially in rural areas.

    Most people of such description that I have met have been level-headed, smart and damn well know what to do with their lives. Why? Because they’re the ones who have slaved away in factories since they were 12, suffered through poverty and from such experience learn how to teach their children the necessary life skills to live in a harsh environment. This certainly may not apply to all of them, but you know someone knows little about real life when they start saying the poorer or disadvantaged should have less right to breed than others.

    The Chinese high school curriculum is hardly the be-all-end-all of basic education. I expect most people here agreeing with this moronic idea would just as easily criticise the education system for its monotony and focus on exams were this a different topic.

I witness them smoking just about anywhere they please without regard for others. They throw empty cigarettes packs and butts all over the place. And more often than not, they don’t crush them out which can cause serious damage. For example, hotel, forest fires, firework and gas station explosions. I know not all smokers can be educated. In fact, most of them seem to be just the opposite.

When your child comes of age, the deposit is refunded in installments over a period of several years. These installments can help your child pursue higher education and other life aspirations, or for your own retirement.

    If, however, your child becomes a burden to the state, your deposit refunds are put towards defraying the costs the state incurs due to your child.

I’ve seen enough dirty kids with no attention from parents clearly unable to care for them in more than the most basic rice-and-a-bit-of-veggies kind of way. Most people in this upper middle class segment end up having 1.8 children on average as in the West anyway and nowhere near the 2.4+ that is considered needed for excessive population growth. If you can provide a good, solid and caring existence for your offspring, then I can’t see why you should be legally denied so.

      Hmm because the world is massively overpopulated? People having less kids is a good thing. Not sure about making laws to stop them though. How about a reward system for people that have no kids instead or rewarding those that do?

        The world is not “massively overpopulated”. In fact, it’s not even “overpopulated”. The issue is not one of overpopulation; it is an issue of mismanaged/misallocated resources. Do yourself and the world a favor: don’t buy into the eugenicist bullshit and instead concentrate on how to properly allocate resources while maintaining a happy, educated and prosperous society. That is a true revolution and it must be the goal of humanity. If we ever get it right, then the sky is the limit.

          Semantics. Some countries in the world *are* most *definitely* massively overpopulated in relation to the systems and resources in place/available to sustain them. If you really think a country like China isn’t overpopulated, you’ve either never been here or don’t have any realistic perspective in your conclusion.

            The solution is not eugenics or to “hold hands”, you piece of shit. The solution is to have a real vision, courage and respect for human beings, and therefore change things politically, socially, economically, intellectually, etc. This is a very complex process and it would take generations, even if everyone focuses on it. Knee-jerk reactions, such as you appear to propose, and false assumptions based upon false and/or distorted information, such as you clearly adhere to, should be made obsolete. Your statement reads more like a clueless “liberal” (i.e. authoritarian pig) “let’s get rid of those inferior people” than offering contending ideas to solve real problems like poverty. Have you considered a more even geographical distribution of peoples? Have you considered that resources do not need to be exclusively “home-grown”? Have you considered that human beings can change for the better without diminishing their humanity in the process? Have you considered that most places thought of as overpopulated merely feel as such because people are concentrated in only certain areas in spite of vastly underused (or outright unused) land mass? And a thousand other things… Of course not. You’re one of those Holdren-loving fools. And the best part is that you don’t even know it. Pathetic. NO STATE should have the right to determine who can or cannot have a child. NO ONE.

          Sorry, while I agree with your aspirational sentiment, I think it’s not very pragmatic. The world is overpopulated and the effects on our environment can be seen. If you want a happy, educated and prosperous society. how do you plan to do that as the planet become more and more inhospitable due to desertification, rising sea levels and extreme weather? I accept your point that part of this is to do will allocation of resources, but the reason the resources are limited is that there are too many people. At the end of the day, are you going to give up flying and driving cars? Are you going to stop eating meat? Are you going to give up your phone and computer? The choice at the moment is simple, either people start living more ascetic lives (which for most is not very likely) or we start trying to reduce the the number of people in the world.

    This is not selective breeding to improve intelligence. There are plenty of people who can’t afford to go to higher education and have to get a job to support their parents/family. There are plenty of dumb rich kids who get into prestigous colleges thanks to parental donations. A BETTER solution would be based on an extensive IQ test.

    the man has a point though. it’s unfair on children to bring them into the world only to have them suffer as a consequence of your lack of education. those who have been educated are more likely to get good jobs that pay sufficiently to support their children fully and provide them with all that they need. a poor person could struggle to provide and the child has to suffer without cause.
