27-Year-Old Tsinghua Graduate Appointed Deputy Mayor of Fujian Province Longhai City

Southeast Web September 25th report — On September 22nd, the Longhai city government website published a list of people who would be new members of the municipal government leadership. On the list, the newly-appointed Cai Sanshe would be a member of the Longhai City Party Committee and day-to-day Deputy Mayor, while Li Shijun would be the Deputy Mayor. This reporter saw that Li Shijun was from Jiangsu province Nantong city, born 1987, is 27 years old this year, had graduated with a doctorate in Biology from the College of Life Sciences at Tsinghua University, joined the Chinese Communist Party in 2006 December, and began working in 2014 August. As it is understood, Li Shijun is was recruited to Longhai city under Fujian province’s “Recommended Student Policy” [a government policy that recruits top students from top universities for government assignments], and is presently in charge of the science and technology field, with a term of two years.

What qualifications does he have to be made Deputy Mayor? What work skills and experience? Appointed under what organizational procedures? Does his limited two-year term mean he is considered a “temporary worker“?

      Nope what needs to happen is something similar to the journey man scheme or professional development schemes outside Asia. Accounting, law, engineering, plumbing, electricians etc all have such schemes.

      Where rather than hire directly for the position they hire 10-20 or more graduates at a low level. These individuals are exposed to different parts of the business and rotated around so they get plenty of experience. They work with the staff already there to learn. Over time people drop out while those who do well are promoted and a few years later end up equipped with experience of how the company works to be able to take a senior position.

      Accountants:

      Junior -> general staff accountant -> associate accountant -> semi senior -> senior accountant -> junior partner -> partner -> senior partner.

      Having somebody dropped right into a position WITHOUT experiencing and knowing the ins and outs of the company functions is bad news as they have unrealistic views of companies how they work and limited experience on how things really work. It is very similar to the wealth dies in 3 generations rule. The grand father worked hard to build the business, the son helped and therefore knows how to run the business. The grandson at 18 knows nothing, he is rich at 18 he gets a company car and company credit card, company gets run into the ground.

          Really? if you notice a lot of prior CCP leaders worked in normal everyday jobs joining the CCP and slowly climbing the ladder.

          This 27 year old short cut this entire process.

        For crying out loud: This is a deputy position. With responsibility for science and technology. In some insignificant Chinese city no one’s ever heard about outside of China…

        Cut the man some slack. He is obviously a bright guy the party can afford taking a chance with. It is not like he didn’t have plenty of possibilities in private sector with his resume so they offered him a nice position to entice him

        If they only hire people that have worked their way up the ladder, they’ll also only hire people that have thrived in and benefitted from a system in dire need of reform and thus unlikely to change it

    Which is kind of a nice journal for his subspecialty of biology, and it’s quite an achievement.
