<p style="padding-left: 30px;">The foreign ministers of both China and the United States have met at a conference and agreed to do their best to avoid incidents similar to the “Wuxia” event [the Chinese name for "Impeccable", the American vessel in the South China Sea], but the American Chairman of the Joint Chiefs of Staff Michael Mullen still says that China’s strategic intentions are not clear. He claims that “Wuxia” [Impeccable] has the right to operate in the South China Sea and that the actions of the mainland fishing boats were “irresponsible.”</p>

<p style="padding-left: 30px;">Mullen again spoke of China and the United States’ difference of opinion on this matter, saying that the Chinese side believes that the incident occurred in China’s exclusive economic zone, an area within 200 km of the coast, but that America has the right to enter this area. “These aren’t territorial waters. Territorial waters go out to 12 km, and exclusive economic zones go out to 200 km. Any country has the right to enter.”</p>
<p style="padding-left: 30px;">In fact, China’s Ministry of Defense spokesperson Huang Xueping has previously refuted this argument. He said that the American surveillance vessel had not yet received China’s permission [to enter the waters] and was illegally carrying out surveillance activities in China’s special economic zone, breaking the United Nation’s “Convention on the Law of the Seas”, “The People’s Republic of China Special Economic Zone and Mainland Framework,” and “The People’s Republic of China Foreign Overseas Research Regulations.”</p>

<p style="padding-left: 30px;">February 17, 2008 at around noon the Shanxi Shifan University Experimental Elementary School starts classes, and after school is let out children run en masse to a small shop to buy some items wrapped in red paper, and many come out discussing how today’s luck is really quite poor since they didn’t get anything at all today. Actually, these students are playing a game to win prizes: each play only takes 5 mao (half of one Renminbi). Inside the shop they can win toys, but if they don’t get a prize, they can get a few pieces of children’s edition Renminbi notes with the words “Issued by China Children’s Toy Bank” on the front. After going through some careful examination, these “children’s bills,” ranging from the 5 mao coins to the 100 Renminbi notes, have everything: except for their slightly smaller size and cartoon images, this money is exactly the same as real Renminbi.</p>
<p style="padding-left: 30px;">“These ‘banknotes’ are quite popular with us. When playing dice or poker they can be used as counters. In a few moments you can win thousands!” Liangliang [a child interviewed] said to this reporter. It’s just like the movie “God of Gamblers” [“赌神”] playing like this feels really awesome [帅].</p>
<p style="padding-left: 30px;">From what I understand, on February 1 2004, China implemented the “People’s Republic of China Bank Law,” and article 19 prohibits the use of a Chinese Renminbi on any publications or other products without the permission of the People’s Bank of China. The producer and seller of this type of “children’s banknotes” are engaged in illegal behavior. The relevant departments should unite and take action to investigate and severely prosecute the illegal printing and distribution of “children’s toy banknotes.” At the same time, schools and parents ought to educate the majority of young children to not buy these “children’s toy banknotes” and cannot allow disguised gambling to influence children’s healthy growth.</p>

2009年2月17日中午12时，正值山西师范大学实验小学放学，许多小学生放学后成群结队的跑进一家小商店里，纷纷地掏出零用钱购买一些用 红色纸袋装着的商品，许多从商店出来的小学生都在议论说今天手气真差，什么都没有抽到。经了解，原来学生们在玩一种抽奖的游戏，这种抽奖游戏玩一次只需要 5角钱，从里面可以抽到玩具，如果没有中奖的话，就可以得到若干张印有“中国儿童玩具银行发行”的儿童版人民。通过仔细观察这些“儿童钞票”后发现，“钞 票”从面值5角的硬币到面值100元的纸币一应俱全，这些“儿童钞票”的图案与真人民币没有区别，只不过尺寸略小些并多了些卡通图像。<br />
“这些‘钞票’在我们身边可受欢迎了，我们在玩色子、玩扑克的时候把它当做筹码，一会就能赢好几千呢！”亮亮向记者说，像电影《赌神》一样，这样玩感觉特别的帅。<br />
据了解，我国于2004年2月1日实施了《中华人民共和国中国人民银行法》，其中第十九条规定，未经中国人民银行批准，禁止在宣传品、出版物 或者其他商品上使用人民币图样。这种“儿童钞票”制造者和出售者的行为已经违法，有关部门应联合行动，严厉查处印制、销售“儿童玩具钞票”的违法行为，同 时学校、家长也要教育引导广大青少年别买“儿童玩具钞票”，更不能拿其变相赌博，以免影响孩子们的健康成长。--></p>

The original poster also says that this child’s behavior fully illustrates the meaning of the saying “With good people you learn to be a good person, with bad people you learn to be a bad person.”</p>

With the exception of a small number of people that take this as a form of entertainment, most people vehemently condemn the adults in this child’s life. Many people think this child’s parents are disgraceful, and many also insult those that stand and gawk at the scene for a laugh. This ruins the child, their conscious has completely disappeared.</p>
<p style="padding-left: 30px;">[In the video] we only see the child dexterously take the cigarette tucked behind his ear, his right hand with a cigarette and his left holding up a lighter. Possibly because his hand isn’t strong enough, he flicks the lighter but fails to light the cigarette. The child simply places the cigarette directly in his mouth, both hands holding the lighter to light up the cigarette. After it’s lit, he uses all his strength to inhale twice, and then rests the cigarette between the index and middle fingers of his right hand. Glowing with pride, he starts smoking in front of the adults.</p>
