The thing is that the chengguan is actually doing a job that needs to be done. They way they usually do it is plain crazy though. Remember that the street vendors can sell any kind of questionable food they want, don’t have to observe any kinds of hygienic standards and don’t answer to anyone. Unregulated this means that any guy can catch a bunch of rats and pass it off as whatever he likes to make a profit.

Who needs 20 stalls selling the same shaite in the same alley? I would prefer 5 licensed ones selling better quality stuff while observing at least a minimum of regulations. It is real people consuming it after all.

There was a guy playing bowls near a subway entrance in Pudong. I had to wait 20 minutes to meet a friend. He was so talented, I planned on giving him more than a few kuai when my friend arrived–it’s nice to have entertainment. But the CG came, everyone ran, and poor bowl man could not collect his bowls fast enough… They add character. And who doesn’t love chuanr?

The city really has to find a better balance between keeping areas needed for pedestrian movement clear and accommodating vendors, this situation is both ridiculous and embarrassing. Street vendors have been a fact of life in China for what, a thousand, two thousand years? You’d think that by now they would have thought of a proper way to handle the situation! But I’ve seen the Chengguan in action before and it is brutal. A truck pulls up and suddenly 4 guys jump out, destroy a vendor’s cart and then grab them. As a foreigner who’s witnessed this twice now, I have to tell you, it really makes China look bad. Isn’t there some sort of “scientific development” style solution, like having neighborhoods organize themselves to delineate vendor areas so that they don’t block subway entrances or something? It can’t be that complicated!
