This is all manipulated by adults, all with acts of coercion, violence, imprisonment. Many medium to large cities have this [phenomenon], a trampling of the “Women and Children’s Protection Act”, and relevant government departments should crack down and deal with this.
But what is shameless are the people directing this from behind the scenes, and the law enforcement departments that turn a blind eye.

I have encountered this before as well. Once I went with a friend to Shenzhen Honghu Park and was sitting on a chair resting by the side of the road when three little girls ran over and said to my friend (my friend is male): “Big brother, buy a flower for big sister.” I immediately said to my friend that we should walk away but one of the children immediately grabbed my leg and sat down on the ground. I was at my wits’ end, and spent half the day trying to reason with her, but she would not let go even if it killed her. I had no choice and ended up asking her how much, “10 kuai!” Forget it, purchased, and finally broke free from them. It made my friend and I feel very awkward. After awhile, yet another group of little children came, pleading with us to buy their flowers, and I got fed up: “I have one here, want it? I’ll give it to you guys!” That child actually took it, but after walking away a few steps ran back and returned the flower to me saying: “Big sister, here, you paid money for this!” All of a sudden, I didn’t know what to say…children are still kind-hearted, but the despicable ones are the black hands behind the scenes [using the children], so I hope the relevant government departments can actually do some real work!!!

A very harmonious scene! We should be understanding this kind of situation. In the past, I too loathed these coercive tricks, but no more.
Ever since I was laid off, I have no longer felt that this kind of harmonious phenomenon is ugly and terrible, because them doing this is also because they have no choice.
National development results in thousands upon thousands of unemployed workers, yet has the country offered an explanation? Who is enjoying the achievements of a rich and powerful country?

Damnnnnn, I’m owning the sofa lately.
God, is this “CCP Majorly Drops the Ball Article Week”? All that money on a pointless military parade (I have nothing against celebration of anniversaries, US does it every year, but the lengths they went to were absurd) and they can’t even save the goddamn future of their country?! Impoverished adult beggars are one thing (every country has this ugly side, though I’d argue China’s are much worse), but this is ridiculous. I know a thing or two about the child begging gangs run by adults that they have in cities, and its such a despicable crime, that I can barely fathom the level of egoism required to not only sell out your own countrymen, but even the children (future) of your country. CCP needs to stop all the showboating BS and start cleaning house. I’m not asking for a change in a day here, just at least act like you care, christ.
This same exact thing happened to me in a few different cities in China. Too bad the kids were taught to be like this by their “taskmasters” who will likely mistreat them if they don’t bring back money at the end of the day. It hasn’t happened to me in the last few years though…

Find out who is exploiting her and deal with them.

That is painful to see. Enforcing anti-begging laws would help, on the surface at least, but the real problem are the adults that control these children.
Anti-begging laws would just prevent there from being beggars on the street and push the poor people away from the public eye. It wouldn’t solve the underlying problems of intense poverty. Just because drugs or prostitution is illegal doesn’t stop anyone from doing them.
You need to fix the social system that produces these inequalities in order to provide any real change.
well, lets use this anecdote which I have encountered a while back.
Some middle aged lady walked up to me telling me that she has not had food in 3 days and is from another state, she hitch hiked and needs money for bus ticket home.
Of course I did not give her a cent. Then after I got out of the market, I saw her drive away in a brand new Passat.
A large portion of the beggers aren’t exactly as dire as they make you believe.
Panhandling is not a solution for those who are truly in need.
The parent/gangster behind this needs an ass whoopin’.
If people didn’t give them money they would stop doing it. It’s our own fault.

I was sitting next to him and the beggar went right past me to him. It was terrible! The man tapped him on the shoulder. And when he didn’t look up, he started tapping harder. After the tap wasn’t sufficient he began to grab his hand and push his chest.
Everyone looked at the beggar in disgust!
It was truly amazing! lol I’m just glad my friend didn’t do anything against him.
If foreigners give to beggars at a higher rate (even if it is still a snall rate) than Chinese, then the beggar was totally rational in doing what he did.
When was this? I’ve been taking the subway every day in Shanghai for a long time, and I haven’t seen a beggar on a train in at least a year. And I rarely see beggars on the street unless I’m in an expat bar area, which is next to never. I assumed they really started enforcing anti-begging laws because of the 2010 expo.
Still lots of ‘Hello bag/watch/DVD!’ though.
I think if we find ourself in the situation, no matter how mentally prepared or how sure we are on how we would react, I’m sure we would be in shock and then speechless because we are have compassion in us and when see another human being desparately clinging onto us and begging, it’s not going to be easy to look the other and turn the child beggar down. I show these pictures to my children to teach them to be thankful for what they have and I tell them even though they won’t get everything they wanted, at least they would wake up to a tomorrow with possibilities and they have the choice to pursue their dreams.
3 options:
1) use force to pry the kid off your leg,
2) toss some RMB about 2 meters away and watch the kid lunge for it,
3) wait the kid out
Drawback of 1): kid’s “handler” comes running up, pretends to be the indignant parent, shouts that you’re beating his kid, demands compensation, etc.
Drawbacks of 2): a) you get your photo taken and story gets posted on Chinese forums, “Laowai throws money at poor beggar girl. Laughs at her poverty as she scrambles for money to pay her school fees.” b) kid’s handlers see which pocket holds your money.
Drawback of 3): you will die of old age by the time you resolve the problem this way.
Drawback of all: crowd gathers around, closing off any escape route.
India is so close, why dont’ we just join our two countries together to be one big begger land!!
Terrible. I know this is happening in my small town as well. I tried to find out if they where indeed poor by giving them some leftovers and some coca-cola that remaild in my bottle. Yes they did eat it all and drink it all very quickly. However 50 meters away i saw a bunch of old ladies that the kids worked for. It might have been grandmas.
This has to stop immediatly. They are abusing the kids. We also have small kids working at night in small cigarette-shops. They work with mam or dad. I think however this is ok. They pick up a trade and does not look like they hurt from this.

This is so common in every city I don’t know why it’s a big deal now. Everyone who has spent some time travelling around China will see this or experience it..sometimes it’s only the ‘flower kids’ trying to sell flowers outside of clubs or in shopping districts, sometimes it’s leg grabbers, yada yada.
The majority of the beggars in the US have mental problems and couldn’t afford healthcare that would’ve possibly given them enough to buy meds. I think people in less developed parts of the world have much slightly different reasons for being beggars. I’ve seen kids like this throughout China. There’s always a boss somewhere. Buying beggars food or water is usually the best thing to do.
My brother works with the homeless for the state in the US and he tells me that it has to be a choice for someone to remain on the streets here. There are so many programs and opportunities for the homeless to get a job and a place to stay if they had even the slightest desire. Most of them are addicted to drugs and drink all day so they just prefer to stay on the streets and pull in enough money to get drunk at night.
Something tells me these kids aren’t on the street because they’re addicted to headshake, though.

A stiff backhand across the head tends to loosen them up. I’ve observed stomping on their shoeless feet sends them scrambling off as well.
I would bet that you’re actually canadian, and that you troll around these boards as some ugly American just to piss people off. I could be wrong, but I’m not.
Saw this my first week in Mainland China back in 2003. The kids are annoying, but the real scumbags are the Fagan-types who run the gangs, and the corrupt policemen who take a cut not to patrol the area in which the beggar gangs are operating.
Come to think of it, the very first time I saw this it happened to a friend of mine (another foreigner). He had no idea of what to do and just stood there hoping that the kid would let go. A crowd of onlookers gathered and we became afraid that if we tried to remove the kid they would get violent, but instead of being violent towards us, one of them ran over to the kid and pried him loose, all the time shouting “Don’t make our country loose face!”.
I’ve always thought that that moment said a lot about China, but I’m not sure what exactly.

This happened recently to me in Guilin. At first I ignored the flower-selling begger children by not saying a word. My Chinese wife and mother-in-law did the basic “Get away, he doesn’t want to buy one”. Of course it didn’t work. Finally, when the little girl (not too little, about 10 maybe) started to get grabby, I screamed “Jingcha! Jingcha!” absolutely as loud as I could. She didn’t let go, and I didn’t stop screaming. Believe it or not, she got the point and let go in about 20 seconds, though. A foreigner screaming for the police at the top of their lungs will make any Chinese beggar uncomfortable.
The worst one I have seen was also in Shenzhen near the railway station.
A young girl with a baby sat there with a tipped over rubbish bin, appearing to be eating scraps from the bin. Upon closer inspection she had put a fresh rubbish sack in the bin with some freshly cooked rice inside it to give the appearance that she was a scavanger.
That’s genius.
I’d give her money for ingenuity. Or maybe a job.
Ah, the apologists are appearing with the expected “they touched me” or “they got angry”. Useless excuses, what you aren’t an adult that can pull or walk away?
My advice is not to give or more will come.
wTf – obviously nobody here reaaaally from the states. All that needs to happen is a few good kidnappings and sh!t will clear up real quick!
I’m sure you’ve seen the guys who are pushing themselves around on small carts with mangled up arms and legs before. How do those guys get to these places where the affluent shop at in the first place?
They sure don’t wake up at the crack of dawn, open the apartment door with their teeth, and slide headfirst down the stairs to start the day. That’s for sure. There’s bad men out there behind these kinds of operations.
It’s times like these that make me wish there really was a hell for the evil scum who cut people’s limbs off or take advantage of the disadvantaged to make pocket money. And especially the police who sit by on the sidelines and don’t do a thing.
What a useless country? And people talk about China rising. This kind of shit makes me think of Cambodia, and this exists EVERYWHERE in China.
This reminds me of the time I was in Sanya. I was sitting there talking with some French guy at a bar and one of the kids selling flowers came up. I had no use for a flower, but he seemed nice enough so I gave him 10 kuai and told him “This isn’t for your uncle or grandma, this is for you.” The French guy said that he had been a street urchin when he was young, and that he knew someone was around the corner watching and would take the money in the end.
I was pretty shocked, first by the sadness of the situation, then by the fact that the guy speaking with me had grown up on the street. Apparently his parents died and he went to live with his uncle, who made him work the streets begging and stealing money from tourists. But if you think about it, he was the same as these kids and through hard work was able to put himself through school and become an engineer. I imagine it would be harder in China than in the west, but with the right programs and some luck any of these kids could become successful.
A friend of mine saw an interview on Hong Kong TV with some of these flower girls, and they told them they had parents, but their parents were the ones who wanted them to do this. The mom and dad hookup with a guy who I guess you’d have to call the “flower pimp.” The guy takes them from their hometown into the city. The girls in the interview said that their parents told that if they made 500 RMB they could come home for six months. After that, back to Shenzhen.
The fact that the parents are involved with this makes it tough, because even if police do round up these kids and send them back home, they’ll just be back as soon as parents can arrange it.
That child seems well-dressed, well-groomed, and well-fed. This isn’t begging, it’s extortion.
Poor child…..those who are using these children will have their retribution very soon…..
I’ve had this happen once & have since insured it would not happen again. Regardless if the the child is innocent, someone is bullying them into doing this. A hotspot for this is the entrance into the HK border in Shenzhen. (Where I keep my eyes level & keep walking, anyone who bumps into me or tries to grab hold of me will be walked on or knocked into.)
oh!!! i remember this girl! i was walkin down the street with my ex & this girl stood in front of me. asking me to buy roses. i ran obviously only too find her literally chasin me down the street! she stopped & started cryin..aahh..memories =D that was fun & good exercise. i felt bad bout it but so good at the time. hehe

I was in Shenzhen this summer and I recognize this, I saw them many times at shi jie zhi chuang and dong men.
My cousin said that they go for teenagers who walks together and every time we saw those child we split up. You really can’t be nice to them, they won’t let you go. But at the same time, it’s hard to be too harsh, because you know they have no choice because there are some freaking nasty people bossing behind them.
Many times, I saw teenage girls slapping and hitting the beggars really hard so they started to cry and let go. It always got me into bad moods. When you’re in those situations(both the beggar’s and the one being clanged on) it’s really hard to know what to do.
I think that this problem has to be solved by the government or something, it’s too hard for a private individual to pick up a fight against this nasty big organisation. Somehow, I hope people don’t get used to this and changes can be seen in the near future.
