Tianjin Fire Brigade Chief Says Don’t Rub Salt In The Wounds

Tianjin Port Public Security and Fire Control Brigade Chief Zhou Tian has said not to “rub salt into the wounds” in response to doubts raised over the way the disaster was handled by firefighters. An emotional Zhou came to the defense of the emergency service, saying that firefighters began an assessment on arrival at the scene, but the explosions occurred before they had a chance to determine the best approach. He also hoped public opinion would show rationality and professionalism during this time in which the injured are still in the hospital. One netizen said the criticism was actually for the greater good.

    Ok, I can buy the possibility that the explosion occured before the best approach to fight the fire was determined. However, was water sprayed on the fire before the explosion, and before the best approach to fight the fire was determined ? If so, why ?
