Guangdong Maoming Residents March in Protest of PX Project, Government: Instigated by Law-Breakers

Maoming News Net report — On the morning of the March 30th, some Maoming city residents gathered on the lawn in front of the city’s municipal Party committee building to express their concerns with the planned PX [p-Xylene/paraxylene] plant project, then held a slow march on various streets. The overall situation was rational and peaceful. In the afternoon, a small number of people blocked traffic on the road, then gradually dispersed. However, after 10:30pm, a small number of trouble-makers riding motorbikes started to vandalise public facilities by throwing rocks and plastic bottles. The Public Security Bureau acted swiftly and decisively, effectively restoring order to the scene. No one was killed in the incident.

As of publication, the city is stable and in order.

Dear city resident friends:

On 2014 March 30th, without applying and obtaining permission from the authorities in accordance with the regulations of “The People’s Republic of China Law on Assemblies, Processions, and Demonstrations”, a minority of city residents held a demonstration in opposition to the planned PX plant project. This was a serious violation of the law and seriously disturbed social order. The city government firmly opposes any actions that violate laws and regulations such as the “People’s Republic of China Law on Assemblies, Processions and Demonstrations”. In regards to the objections and appeals of the public, the city government will during discussions of the project respect the people’s right to be informed and to participate, will report the situation to the relevant national departments and experts truthfully, and the construction of the project shall be done according to the facts and in conformity with laws and regulations. Maoming people care about this city, showing that there is great hope for the development of our city.

Notice

Dear city residents:

On the 30th of March, a small number of city residents instigated by individual law-breakers took to the streets to protest the planned PX project and, while venting their sentiments, some irrational behavior occurred, exceeding the scope allowed by the law. The municipal Party committee and government are firmly against such actions in violation of the “People’s Republic of China Law on Assemblies, Processions and Demonstrations”.

In recent years, Maoming’s municipal Party committee and city government have worked together assiduously to “construct a deep water port, develop modern industries, and build a coastal city”, and there is already a favorable social economic development situation. The public must believe in science, in the government, and not let law-breakers seize any chance to create chaos, destroying the precious harmonious and stable environment for development. We hope everyone will take the initiative to learn the scientific knowledge concerning PX, understand the true situation about the PX project, and firmly achieve “not creating, not believing, and not spreading rumors”, conscientiously boycotting illegal behavior. At the same time, the city government warmly welcomes people from all sectors of society to express their concerns with the project through proper channels. Maoming’s development needs the combined intelligence of people from all walks of life, but it must be expressed in legal, moderate, and rational ways, as civilized, law-respecting and abiding city residents.

We firmly believe that as long as we can sustain the good development trends today, Maoming’s tomorrow will definitely be even better.

Comments from NetEase:

Ohhh…. you have to apply for permission to protest. So strange! If the application was denied, does that that mean the protest can’t take place? Even the posts of this kind on Sina Weibo are … (Why?), would the application really be approved…?

网易广东省惠州市手机网友: (responding to above)

Patriotic traitors can protest all they want without applying, while anyone else shouldn’t expect approval even in a million years!

But isn’t it true? Once you make your killing [money], you’ll flee this place, while the rest of us and our descendents have no choice but to continue living here!

网易江苏省南京市鼓楼区手机网友

How could people “go for a stroll” [march in protest] without first applying for permission? But wasn’t everyone allowed to go for a stroll when it was an anti-Japan protest? Are you going to say that was an authorized stroll?

      China lite.

    • don mario

      nobody got killed either.

  • Middle_Kingdum

Wait, this story has not one mention of Wen Zhang or Ma Yilli. I am outraged!!!

  • commander

The city government said that protesters which demonstrated in violation of relevant law will face appropriate consequences.

My question is when high-ranking municipal government officials have broken the law, especially work ethics, who have them liable for their wrongdoings? The answer is no one.

Power determines who will be punished and be exempted from penalty, which has been salient trait in China.

    • Markus Peg

Those that make the law can break the law…. apparently..

    • Brian227

Well, actually it’s the CCDI, who seem quite happy to use torture and can get away scot-free with killing Party members under investigation. It ain’t all beer and pinochle being a cadre, they’re as much beyond the law as above it – for good and bad.

  • Markus Peg

If you protest application is denied you can protest about it…… to your family.

  • YourSupremeCommander

If y’all look at the pictures posted by someone in this thread: http://www.chinasmack.com/2014/pictures/celebrity-infidelity-and-affair-dominates-chinese-internet.html -it is one of the newest posts.

You will see that this is not just a simple protest, they have closed down the city, no one in or out, moved in heavily armed soldiers, tanks and armored vehicles, and basically prepared to do whatever it takes to put it out. This shit is going down Tiananmen Square style folks, and don’t believe any of the shit that’s being reported in news outlets.

          • ex-expat

Disagree…Americans have less vacation time and a higher worker productivity than almost every other country.

  • Middle_Kingdum

I have never seen the word “harmonious” used so frequently and so haphazardly as I have seen it used by Chinese government bodies. Pretty much makes the word a joke.

    • Insomnicide

The river crab is truly a fascinating species.

  • Rick in China

The most amusing part of the article:

In order to protest that what the authorities decide to do, you must apply for a permit to protest from the authorities. Since that permit was not applied for nor granted, the protesters are in *SERIOUS* violation of the law, *SERIOUSLY* created unrest, and *SERIOUSLY* harmed our wonderful city.

  • bujiebuke

Good job, please continue to protest peacefully. It’s the only way to get those clowns to listen to your concerns.

  • narsfweasels

This is all the Imperialist’s fault! It’s a small group of troublemakers who have been subverted by foreign forces hostile to a rising China! PX is not hazardous – it can make you healthier! Why, just the other day A. Local-Official, local official, was on the Maoming Nightly News shown drinking from a bottle marked “PX” with a big smile on his face! Reports of his hospitalization are untrue! It wasn’t a purge, he was just feeling sick and now he’s gone for vacation-style therapy.

    • Probotector

    Fuck China

    • mr.wiener

As a group or one at a time?
That said, since the regional party cronies seem determined to beat you to it ["Fuck China" that is] then why the anger?
I’m just happy these people are standing up for themselves and their environment.

      • Paulistano

Agreed. It’s good when people have conciousness, but I don’t agree with vandalism particularly when it’s with public places.

And for you question, don’t give wrong ideas, the have more than 1.3 billion people already. hehehehehe

      • d.g.summers

        Little weenies.
China and Japan/US will go to war.
China can then brag how great it is.

        • mr.wiener

……..Ok, ….Maybe wishing will make it so, I want you to go home and knock one of your teeth out with a hammer and place it under your pillow, and pray hard for war.
If the tooth is still there tomorrow, repeat the procedure.

    • bujiebuke

Make an appointment with your doctor ASAP. Your meds. need to be adjusted.

  • Surfeit

I love how they promote notions of government infallibility while also stating their openness to other views.

  • wnsk

“The Public Security Bureau acted swiftly and decisively, effectively restoring order to the scene. No one was killed in the incident.”

Just reading the first statement alone, I wouldn’t even have assumed that any deaths occurred. That they felt a need at all to follow up with that second statement makes me suspicious.

Did I miss something? Or am I just naive?

    • Dick Leigh

That bit shocked me too. Getting killed at Chinese protests must be a thing.

  • don mario

were there not several people killed in this violent crack down?

seems a bit weird to only publish the biased news reports. the full story will not be understood and people will just end up commenting about a bunch of nonsense.

  • don mario

so what i want to know is why china smack report this? its bad enough the government report the bullshit story, why lead others to believe it too? report a fair summary or just don’t bother.

    • David

Well, they are actually reporting that it was reported and trended on the internet. Not so we think it is true, just so we know what is trending on the Chinese websites. Only a very naive person would simply believe what Chinese officials say without some sort of collaboration.

  • cantonizi

Professional western paid protesters will go anywhere where there are stupid moronic idiots gathering to do fake peaceful riots.
They were here un Toronto a few years ago, a few weeks ago in Ukraine and now in Maoming and other cities in China.
Maoming people should look at Ukraine and know the error of false peaceful rioting.

  • mr.wiener

That would be dishonest. I’m silly, but not a liar.

  • Mighty曹

If you’re going to fire the first shot at least make it sting but I will give you credit for the tickle. Now go back to sucking the pacifier. Or have you moved on to sucking bigger things?

    • David

I am just wondering who he is routing for in the upcoming war? It is sort of hard to tell.

      • Mighty曹

I don’t think he understands much of anything to be rooting for anyone.
