investigation launched into missing boys shriveled corpse

The shriveled corpse of a 14-year-old boy from Xinyang who went missing from his family for over 6 months has sparked an investigation by authorities. Wang Zhiqiang was discovered last October by Yangshan local police station, who put him in the care of a rescue center. Months later, he was sent to hospital where he was diagnosed with malnutrition, anemia, gastritis, hypoproteinemia, organ dysfunction syndrome and grazes. After passing away 2 weeks later, his father finally identified the bony corpse of his son, and demands to know why the center didn’t publish information about his son earlier.

I don’t even know what they’re trying to say. Seems like they’re saying this happened to him in government custody?

Or at the very least he came to them in bad condition and they did not take care of him (gee, who is surprised?).
