Three weeks ago, surveillance footage of a supermarket in Anhui captured two police officers failing to stop the murder of a young woman right in front of their eyes, inciting heated condemnation from Chinese netizens nationwide. Within days, the police department of these officers declared that the two officers were not derelict in their duty for failing to stop the killing….

The Bengbu City Public Security Bureau has decided: Remove Song X from his position as political instructor of the Macheng Police Station, give administrative demerit, and transfer out public security organizations; Give administrative demerit to police officer Cui X, and transfer out public security organizations.

Meanwhile, the Bengbu Public Security Bureau held a meeting for the rectification of working style in the organization, to summarize the lessons learned from the failure of two police officers to effectively stop a crime during an emergency at the scene of this violent crime, to reflect on the prominent problems existing within the organization, and to comprehensively rectify [the organization’s] working style, to earnestly solve the problems the public security organizations have in aspects such as emergency command, on-scene handling, the character of officers, discipline, etc. in order to earnestly improve police officers’ abilities in protecting people’s lives, possessions, and safety.

            I have a TESOL and Teaching certification as well as years of experience. I have degrees in Business and History and teach Asian/World History, Political Science and Economics. In addition, I have taught ESL and Special education students in America as well as English in Korea and China. If I were 20 years younger I would brag about the schools I have graduated from, my GPA, years of running a successful business before retiring and the number of times I have been published.             I teach at an international school and luckily everybody is required to have background checks less then 6 months old (in the case of Americans the back ground check must be from the FBI), teaching certifications (originals required) and sealed transcripts (as well as a multi-year contract). While it is a pain in the ass for the teacher, to do it keeps the fly by nights out and lends consistency to the teaching protocols and lesson plans for the year..

            I saw an ad like that 2 months ago. It was from a party planing company. It said they were looking for tall, white man between the ages of 25-55 (you did not even have to be handsome, the ad simply said “and not too ugly”) to be paid to go to parties and pretend to be a friend of the host while mingling with people. While most foreigners here have had Chinese friends invite them to dinners or parties for the same reason, I was surprised a company was looking to hire people to do that on a regular basis.

            What I felt was troubling was that if a good citizen was there, and no police, the good citizen would jump in to assist. But if i was there and the police were there too, i would hang back – i mean, i don’t know if i’m brave enough to challenge that situation, but if the police are present it’s kinda illegal or wrong for me to take the law into my own hands when the law is standing there. But i’m not too sure i would just stand back and watch

            I also think that these cops were not trained for this sort of situation, and perhaps they don’t have the proper equipment. I mentioned my friends brother, and he told me a story, about this time outside a club, a guy pulled a knife on him, and within a second had his hand smashed by an extendo baton, and was on the ground with a boot on his face… Police should have weapons, if not guns, at least batons, and they should be properly trained for these situations. I’d be hesitant to jump into a situation with a crazy knife weilding guy, but if I had solid training – and a proper weapon, it would be different. Let’s hope that this incident causes the police force to look inwardly at it’s on flaws, and think about how they could respond better next time, because it will happen again…

        I used to write poetry when I was stoned and hung out with a group of like minded individuals. We all agreed the stuff we were writing was some pretty far out shit.

        There are a few sites that already do this. One example is ltaaa.com which has translated cS discussions into Chinese before (ex. http://www.ltaaa.com/bbs/thread-156720-1-1.html).

        Overall, one of the reasons cS was so novel when it first came out 5 years ago was because there was relatively little foreign interest and attention on the Chinese internet. However, the Chinese internet has always been outward looking and foreign news and gossip consistently make their way onto the Chinese internet, translated to varying degrees.

        Chinese netizens as a group have always been paying more attention to foreign netizens than vice versa, eavesdropping if you will. Not all of them obviously, because many of them are content to QQ each other and play casual online games or whatever, but just look at how popular foreign media and especially foreign entertainment media is in China amongst the average Chinese netizen. There’s plenty of comments filled with inanity on the Chinese internet, whether it is about the inanity of foreign netizen comments or not. For all the differences, it’s always kinda amusing and reassuring how similar netizens are everywhere.

    Well, this is a start. What’s necessary, though, is proper training and procedure to make sure this doesn’t happen again.

    Think about it: this inaction and hesitancy is a problem that likely pervades the entire department. Why? Lack of good reason for involvement. So what do? make it so they have more motivation to get involved than to stand about. Training them what to do is a good start, but making sure they actually want to step forward is what makes them effective. Pay, if nothing else. Dare I say: teaching them to feel a bit of civil duty?

    What’s happened is you’ve just got a fuck-up that, in the end, just loses face for everyone, and that’s at best. (And didn’t stop at that for that girl.) You can’t just sit around, shovel sand all over it, and hope it doesn’t happen again – because son, it’s totally going to. So preempt it happening by training, both in procedures and in ethics.

    (Hell, it might be nice if there was a bit of ethics training in schools, early on, instead of this constant face- and money-shoving.)

    The police are accountable for lack of action and need to be punished, it is also sending a message to other police to think about doing nothing. They should not be allowed to be policemen anymore and perhaps pay a fine

    I think this websites comment section has gone down hill, over the past few years it has been attracting more and more insulting, rude and outrageous people in the English comments section.
    It’s an unfriendly place to post and discuss the topics…

    Also some people were talking about why its called China smack i always thought of it as being addicted to news about China (as in the drug rather than attacking China).

      One of the translated Chinese netizen comments has it right. There’s a real question about whether or not this is just because the public has made a fuss about it. I mean, that’s good, that the public can apply pressure and influence government behavior, but only when it is to correct a wrong. It’s bad if this was only done due to public pressure, but perhaps the system has to go through a series of this before it will institutionalize a proper response and handling without public outrage and pressure to do so.

      I personally don’t have enough information to dismiss the police officers as having done nothing. Objectively, I think they certainly did something and tried to help but it was not remotely effective. Nothing would be them dropping a bill, buying a pack of smokes, and then walking out without a care in the world. I’m not ready to villify them that far. They just failed. Whether it was lack of equipment, training, or simply failing to man up when they should’ve (and are expected to as police officers), they failed to intervene effectively. It’s more failure than inaction to me.

      Should they lose their jobs for it? I actually don’t know. If they stood around nonchalantly, I’d say yes. For panicking and only being able to throw a plastic basket? I’m not sure. If that’s cause for dismissal according to regulations, then sure. If they’re only being dismissed cuz it was caught on tape and embarrassed the department, then I think that’s a bit of scapegoating and letting them take the fall to appease the public. Consistency is important, so if other cops don’t get sacked for similar failures in emergency situations, they shouldn’t be sacked either. Or if they want to make it a sackable offense, fine, let’s just make sure it is handled the same way in the future.

      A major problem with governance and enforcement in China is precisely the lack of consistency. People will accept things as long as it is done consistently (even oppression). It is when things are inconsistent that people find life hard to navigate and frightening and “unjust”.

      As a long-time reader, to be honest, I’d say the comments section is about the same as it has always been. There’s always been insulting, rude, and outrageous people and, to me, too many of them. We’re trying to control it but with competing ideals. My advice: Use the “minimize” button that Disqus provides. Move your mouse over a comment’s top-right corner and click the “minus” button. It’ll collapse an entire thread of comments, useful when you know it’s going to be full of people having personal off-topic inside-joke conversations, so you can move onto the next one.

      There is also SOME utility in the sorting of comments by oldest, newest, or best (top left of comments section). Unfortunately “best” isn’t as useful as it could be because you get people upvoting low-brow jokes and insults because they found them entertaining whereas they don’t really care for more serious discussion and don’t vote on those.

      Although we’ve already known about the “smack” as a drug connotation, you’re one of the first who has ever really professed to having assumed that (vs. just merely wondering).

        I agree this issue has only come up due to the public attention, however, now that this issue has the public’s attention this needs to be sorted out both this time and for any others that follow. I think it was either lack of training in how to deal with the situation or too scared. A more experienced officer may have been able to disarm him. perhaps to fire them is a bit harsh but it depends on the officers mentality, maybe they should review the officers mentality to decide if they are worthy to stay on as police officers after completing more training.

        It is important in a society that people trust in and respect police officers.
        Working towards creating that image will be hard work but once achieved the people will feel happier. The same goes for Doctors, you need to trust in the person who will heal you not doubt him for making you pay more money. (This is the systems fault not the people).

        I Have always noticed those bad comments, i just feel its more than before, which is a shame as i like to debate the above issues but don’t want to read trashy comments and racist remarks.. I think ChinaSmack has more users overall which is why more trashy comments have started appearing. it has lead me to find alternative websites similar to Chinasmack with a nicer community for discussing issues. However, that website does not translate comments, only the stories.

          Yeah, I agree with you. I have a suspicion it’s only being sorted cuz enough people complained long enough. That’s disappointing but I think it CAN be a step towards increasing accountability and then standards. We’ll see. China needs to take its victories where it can get them.

          Having more visitors is a double-edged sword. There’s a greater chance of there being comments and thus actual discussion, but also a greater chance of there being comments of varying degrees of “quality” to each individual. A lot of more “sophisticated” people are turned off by the norms of discussion on cS while a lot of others like the norm, prefering a place that is relatively open and casual instead of boring and prententious.

          We–perhaps tragically–cling to the hope that cS can be a place for both types of people as long as they are respectful of sharing the space. After all, that’s what having nested/threaded comments is for, so the people who want a certain discussion can have it in their own thread that others can minimize if they’re not interested.

          In practice, of course, that may not be very practical. cS benefits and suffers from the audience and comments it attracts and refuses to disallow. There’s this constant mental warfare over the pros and cons of our policy. It doesn’t help that those who want the comments section to be “better” don’t “fight for it” by taking ownership and setting the tone of conversation on here, instead often preferring to just go elsewhere where they don’t have to “deal” (disagree with, criticize, shame, or otherwise marginalize) with the “riff raff”. Don’t get me wrong, it’s understandable, but we can’t run away and segregate forever.

    I did notice a week after this incident the chinese news media had an article on police training with photos of police officers practicing disarming criminals holding knives.

    what they meant was both policemen where given promotion and was reassign to head of other departments in Beijing. They never indicate they were fired but transfer out

    They should be charged as accomplices. Maybe they didn’t want to risk getting hurt, but thats what you sign up for when you become a police officer.
