城管 chengguan refers to “City Management” departments throughout China tasked with enforcing municipal laws, regulations, codes, etc. Their staff personnel have a very poor reputation amongst the Chinese public as being corrupt and violent brutes, infamous for physically bullying illegal street vendors, hawkers, and peddlers, often resulting in injuries, sometimes resulting in deaths.
